A new partnership was announced today between AquilaVision Corporation of Missoula, MT and troo Corporation of Ottawa, ON.

The new alliance moves both companies aggressively into the personal monitoring arena with a GPS enabled wrist bracelet which allows flexible options for tracking, monitoring and status update or emergency voice notifications. AquilaVision has a proven record of notifying key law enforcement personnel when offenders, wearing tracking devices, violate predetermined rules by doing something they are not supposed to do or going someplace they are not supposed to be. Depending on the law enforcement requirements, AquilaVision’s software, OTTER, automatically and simultaneously calls parole officers, police officers, 911 dispatch centers, victims and others when a violation occurs. Victim Notification
Notifying authorities in an appropriate time frame is a huge concern for agencies, especially when a victim’s welfare is at stake. Depending on the system, an agency has a variety of options when it comes to victim notification. iSECUREtrac offers a system called Automated Voice Notification (AVN) that, when activated, immediately and simultaneously notifies the victim and up to 19 other contacts, such as the supervising officer, 911 dispatch, the victim’s parents or friends should the perpetrator venture into an exclusion zone (victim’s house, child’s daycare facility, work etc.). The Fiscal Year 2008 Omnibus Appropriations Bill holds good news for Montanans. Among the $112 Million headed to the state, over $650,000 will be used to improve public safety, decrease the amount of non-violent offenders being housed in publicly funded jail and detention facilities, and ultimately save Montanans money.

Spending Bill in Washington Means Dollars for Helena Projects from the Office of Senator Jon Tester

(WASHINGON, D.C.) Folks in the Queen City are breathing a little easier today after getting word from Montana’s two U.S. Senators that more than $4 million for Helena-area projects have survived an intense budget battle between Congress and President Bush.

The overall bipartisan appropriations bill is before lawmakers in Washington D.C. this week, and it could mean nearly $112 million for more than 120 projects across Montana.

The situation got dramatic when President Bush threatened to veto at-home spending measures put forth by Congress, compelling some lawmakers to suggest stripping all appropriations projects from the overall spending measure. Negotiators came to an agreement on the legislation late Sunday. On Monday, President Bush said he is “hopeful” he can sign the $500 billion bill, reported the Associated Press.

“In Montana, this is money we use to improve the lives of our children, to keep folks healthy and to keep our economy strong,” said Baucus. “In my hometown of Helena, it’s easy to see how important it is to keep funding places like Shodair Hospital and Exploration Works, their efforts really do make kids lives better.”

“This money belongs right here in Montana,” Tester said. “It will go to all kinds of good projects in Helena that will do great work for the community. I look forward to seeing Montanans’ money go back to work for the entire state.”

Shodair Children’s Hospital and Exploration Works are just a few of the Helena area projects set to get more funding for 2008. St. Peter’s Hospital, the Rocky Mountain Development Center, the Missouri River Water Treatment Plant, and the I-15 and Custer Ave Interchange are also on the list.

In addition to those projects, there is almost $2 million to battle methamphetamine use and crime in Montana. That includes funding for the Montana Meth Project, more than $300,000 in drug courts and $650,000 for the Montana Offender Notification Tracking System (MONTS).

The Projects for Lewis and Clark County:

• $470,000 Montana Meth Project (another $446,500 will go to the Meth Project Foundation in Missoula)
• $650,480 Montana Offender Notification Tracking System (MONTS)
• $312,550 Montana Drug Courts
• $295,320 Missouri River Water Treatment Plant
• $246,100 Wolf Monitoring
• $191,593 Carroll College Civil Engineering Program

The funding passed the House late Monday night. The Senate will take up and pass the measure late Tuesday or Wednesday before sending it to President Bush. Baucus and Tester said that the bill is expected to be wrapped up by week’s end.

(WASHINGTON, D.C.) – The U.S. Senate voted today for a new system to keeping track of offenders who live in all corners of the Montana.

Senators Max Baucus and Jon Tester requested $500,000 for the program as part of the 2008 Commerce, Justice and Science Appropriations Bill. The Senate approved the measure today.

The program, called the Montana Offender Notification and Tracking System (MONTS), will track offenders using GPS technology. The project will be run by the Montana Sheriffs and Peace Officers Association.

“A little technology goes a long way when tracking offenders across the fourth-largest state in the country,” said Bill Slaughter, former director of the Montana Department of Corrections and a lifetime member of the Montana Sheriffs and Peace Officers Association. “Max and Jon have helped make a big and very important investment for Montana.”

MONTS focuses especially on rural Montana, where electronic monitoring has previously been unreliable. The system also notifies neighbors when offenders move to new communities.

“We need the best technology available to keep tabs on our rural communities,” Baucus said. “All Montanans deserve this money. It will go a long way in making our state a better place to live and work.”

“This money will make Montana’s cities and towns safer by providing the resources needed to make sure all folks in Montana follow the law,” Tester said. “This is a critical part of Montana’s infrastructure that I’ll continue fighting for in Washington every day.”

The measure approved today also includes $350,000 to boost Montana’s drug courts.

The Senate will vote on a final appropriations bill after merging it with the House version of the measure. It must then be signed into law by President Bush.
