<p>A new partnership was announced today between AquilaVision Corporation of Missoula, MT and troo Corporation of Ottawa, ON.  </p>
<p>The new alliance moves both companies aggressively into the personal monitoring arena with a GPS enabled wrist bracelet which allows flexible options for tracking, monitoring and status update or emergency voice notifications.  AquilaVision has a proven record of notifying key law enforcement personnel when offenders, wearing tracking devices, violate predetermined rules by doing something they are not supposed to do or going someplace they are not supposed to be.  Depending on the law enforcement requirements, AquilaVision’s software, OTTER, automatically and simultaneously calls parole officers, police officers, 911 dispatch centers, victims and others when a violation occurs. AquilaVision’s flexible notification ability will complement troo’s strength in device tracking, monitoring and event detection as they move into the personal monitoring environment.<br />

The initial endeavor will focus on individuals who need extra monitoring, like those with Alzheimer’s, Autism or similar challenges.  Monitoring can be from a one family perspective or from a group health care viewpoint. Within minutes, troo has determined that a predefined geofence boundary has been violated and AquilaVision begins notifying family members instantly and automatically via text or phone call”. In addition to the active monitoring described above, the wrist bracelet provides for a panic button application.  When pushed, the panic button will summon help as well as provide detailed GPS location and other information. <p>(WASHINGON, D.C.) Folks in the Queen City are breathing a little easier today after getting word from Montana’s two U.S. Senators that more than $4 million for Helena-area projects have survived an intense budget battle between Congress and President Bush.</p>
<p>The overall bipartisan appropriations bill is before lawmakers in Washington D.C. this week, and it could mean nearly $112 million for more than 120 projects across Montana.</p>
<p>The situation got dramatic when President Bush threatened to veto at-home spending measures put forth by Congress, compelling some lawmakers to suggest stripping all appropriations projects from the overall spending measure. Negotiators came to an agreement on the legislation late Sunday. On Monday, President Bush said he is “hopeful” he can sign the $500 billion bill, reported the Associated Press.</p>
<p>“In Montana, this is money we use to improve the lives of our children, to keep folks healthy and to keep our economy strong,” said Baucus. “In my hometown of Helena, it’s easy to see how important it is to keep funding places like Shodair Hospital and Exploration Works, their efforts really do make kids lives better.”</p>
<p><span id="more-818"></span></p>
<p>“This money belongs right here in Montana,” Tester said. “It will go to all kinds of good projects in Helena that will do great work for the community. I look forward to seeing Montanans’ money go back to work for the entire state.”</p>
<p>Shodair Children’s Hospital and Exploration Works are just a few of the Helena area projects set to get more funding for 2008. St. Peter’s Hospital, the Rocky Mountain Development Center, the Missouri River Water Treatment Plant, and the I-15 and Custer Ave Interchange are also on the list.</p>
<p>In addition to those projects, there is almost $2 million to battle methamphetamine use and crime in Montana. That includes funding for the Montana Meth Project, more than $300,000 in drug courts and $650,000 for the Montana Offender Notification Tracking System (MONTS).</p>
<p>The Projects for Lewis and Clark County:</p>
<ul>
<li>$470,000 Montana Meth Project (another $446,500 will go to the Meth Project Foundation in Missoula)</li>
<li>$650,480 Montana Offender Notification Tracking System (MONTS)</li>
<li>$312,550 Montana Drug Courts</li>
<li>$295,320 Missouri River Water Treatment Plant</li>
<li>$246,100 Wolf Monitoring</li>
<li>$191,593 Carroll College Civil Engineering Program</li>
<li>$114,956 Shodair Children’s Hospital</li>
<li>$114,956 St. Peter’s Hospital</li>
<li>$984,900 1-15 Custer Avenue Interchange</li>
<li>$426,790 Exploration Works</li>
<li>$196,000 Rocky Mountain Development Center, Eagle Manor</li>
</ul>
<p>The funding passed the House late Monday night. The Senate will take up and pass the measure late Tuesday or Wednesday before sending it to President Bush. Baucus and Tester said that the bill is expected to be wrapped up by week’s end.</p></blockquote>

<p>(WASHINGTON, D.C.) – The U.S. Senate voted today for a new system to keeping track of offenders who live in all corners of the Montana.</p>
<p>Senators Max Baucus and Jon Tester requested $500,000 for the program as part of the 2008 Commerce, Justice and Science Appropriations Bill. The Senate approved the measure today. </p>
<p>The program, called the Montana Offender Notification and Tracking System (MONTS), will track offenders using GPS technology. The project will be run by the Montana Sheriffs and Peace Officers Association.</p>
<p>“A little technology goes a long way when tracking offenders across the fourth-largest state in the country,” said Bill Slaughter, former director of the Montana Department of Corrections and a lifetime member of the Montana Sheriffs and Peace Officers Association. “Max and Jon have helped make a big and very important investment for Montana.”</p>
<p><span id="more-812"></span></p>
<p>MONTS focuses especially on rural Montana, where electronic monitoring has previously been unreliable. The system also notifies neighbors when offenders move to new communities.</p>
<p>“We need the best technology available to keep tabs on our rural communities,” Baucus said. “All Montanans deserve this money. It will go a long way in making our state a better place to live and work.”</p>
<p>“This money will make Montana’s cities and towns safer by providing the resources needed to make sure all folks in Montana follow the law,” Tester said. “This is a critical part of Montana’s infrastructure that I’ll continue fighting for in Washington every day.”</p>
<p>The measure approved today also includes $350,000 to boost Montana’s drug courts.</p>
<p>The Senate will vote on a final appropriations bill after merging it with the House version of the measure. It must then be signed into law by President Bush.</p></blockquote>

<p>WASHINGTON, DC &#8211; Montana’s Congressman, Denny Rehberg, today secured $217,000 in funding for the Montana Offender Notification and Tracking System (MONTS) in the Commerce, Justice and Science Appropriations bill. </p>
<p>“Overcrowding in Montana’s prisons is requiring courts to put more and more offenders on parole in our communities,” said Rehberg, a member of the House Appropriations Committee. “However, our state’s vast size makes it difficult to track and monitor these individuals day in and day out. The new system will give law enforcement officers a greater ability to do that.”</p>
<p>The MONTS project will develop an integrated offender notification and tracking system and deploy it across Montana. Most local and county jails operate near or beyond design capacity, limiting options for the courts and contributing to a backlog of un-served felony warrants. The Montana prison population is at an all-time high, and projected to increase by 40% over the next six years. The MONTS project will close the gap faced by regular tracking systems in rural areas by developing, integrating, and deploying a system that delivers real-time, GPS-based location awareness of offenders. The system will also include a comprehensive notification system to alert authorities when an offender is out of an authorized zone or near a prior victim. The system will be administered by the Montana Sheriffs and Peace Officers Association.</p>

<p>“This is the future, and it’s now coming to Montana,” said Bill Slaughter, Director of Public Safety Initiatives for AquilaVision, Inc who is the prime contractor for the MONTS project. “The MONTS project will improve cutting edge technology so that law enforcement can maintain better control and supervision of offenders, especially in our rural areas. This is an important step for public safety throughout Montana.”</p>
<p>“Budget constrictions within the state and an increasing prisoner population have put a burden on our legal system to find new ways to deal with offenders,” said Rehberg. “I’ll continue to do all I can to help ease that burden through programs like MONTS.”

<p>Criminal offenders in Gallatin County will soon be wearing two new bracelets around their ankles- one that pinpoints their location and another that detects alcohol in sweat.</p>
<p>The separate electronic systems will help probation officers monitor offenders 24 hours a day on a Web site, allowing them to track their whereabouts and whether they’ve drunk a beer, officials said.</p>
<p>The intention is to deter offenders from violation a restraining order, entering a bar, drinking booze or going anywhere they aren’t supposed to be, officials said. The benefit comes from protecting the public and rehabilitating offenders in the process,</p>
<p>“The electronic-monitoring device that tracks a person’s whereabouts has GPS technology that will be used for high-risk offenders who can be released from jail on the condition they wear the bracelet”, said Eric Bryson, Gallatin County’s Office of Court Services director.</p>

<p>Ten bracelets will initially be used on a trial basis.</p>
<p>If the offender goes into an exclusionary zone; such as a casino or near and ex-spouses house, an alarm notifies a probation officer, and police can respond to the address, he said.</p>
<p>If it’s not serious, a page can be sent to the violator saying “Go Home”, “Call Me”, or “Your not supposed to be there”, Bryson said.</p>
<p>By looking at a map on a Web site, officials can review where an offender has been during any period of the day, said Andy Nebrigich of iSECUREtrac, which manufactures the monitoring system.</p>
<p>“It’s a great too”, he said.</p>
<p>The GPS technology, which is used in 40 states, also helps offenders follow court orders, said Harve Kaufmann of AquilaVision, which brought the monitoring system to Gallatin County.</p>
<p>“It gives them the opportunity to have a record of compliance.” Kaufmann said.</p>
<p>The other ankle bracelets use transdermal analysis to sample an offender sweat every hour to monitor alcohol consumption. It is seen as a deterrent, forcing DUI and domestic-violence offenders to be accountable if they drink alcohol, Bryson said.</p>
<p>High-risk alcohol offenders charged with misdemeanors and Treatment Court participants will ear the device.</p>
<p>Eventually the alcohol detecting bracelet manufactured by Alcohol Monitoring Systems Inc. will be used on offenders of all types.</p>
<p>Under the current electronic monitoring system known as “house arrest”, offenders provide a schedule to probation officers, and the system notifies the officers if they are not home during scheduled times.<br />
The problem is if the offenders aren’t home, there is no way of knowing what they’re doing or whether they’re drinking alcohol.</p>
<p>They could be at a bar stalking a person they’re not supposed to contact, or even leaving the state. And when confronted they can just lie and say they had a flat tire, forcing them to get home late.<br />
“They new enhanced systems will take away nonsense”, Bryson said.
