Charles S. Eubank, Jr. (Chuck)

Chief Executive Officer & Founder

As CEO, Mr. Eubank is responsible for the overall corporate vision, strategy and growth of AquilaVision. He brings over thirty-five years of significant related leadership experience to his position. Mr. Eubank’s prior experience in developing new companies from just a vision to profit producing organizations is invaluable.

AquilaVision’s latest innovation is the result of a simple request by the former Director of Corrections for the state of Montana: “Chuck, build me a system in which I’ll get a phone call any time an inmate is somewhere they aren’t supposed to be”. Combining his skill and experience in data analysis and communications, Mr. Eubank led the creation of AquilaVision’s software program, OTTER.

Since earning a Bachelor of Science degree in Biology in 1976, Mr. Eubank has been involved in a variety of successful enterprises. Mr. Eubank’s extensive business experience includes President and Co-founder of an environmental consulting company, Heian-West, Salt Lake City, Utah. He then became President of Eubank Insurance and Bonds, Salt Lake City, Utah. Prior to selling the company, Eubank Insurance and Bonds was the largest private insurance company in Northern Utah. Mr. Eubank was Founder, Co-owner, and President of Madison River Tackle/La Troucha Dorada, Costa Rica. The company designed and manufactured fishing flies and employed ninety employees. After nine years of living in Costa Rica, Mr. Eubank sold ownership in the company. He has served as consultant for various small businesses in the areas of marketing, problem solving and solution management.

Experiences in the public sector include: serving two tours in Vietnam as a member of the United States Navy’s Commander, Cruiser Destroyer Group Seventh Fleet; Assistant to the Mayor of Alta, Utah; and President of Yellowstone Ecosystem Studies. He has a broad background in land and wildlife management as well as experience as a naturalist. This is demonstrated by his position as Operations Manager of the Biology and Natural Resources Department at Principia College, Illinois; and Land Use and Assessment Coordinator for the Principia College properties which exceeds 3,000 acres.


Byron Knight

Chief Operations Officer

Mr. Knight brings to AquilaVision over 30 years of management and executive experience in the Information Technology Department of the Internal Revenue Service. He has a solid understanding of the issues, processes, and path to success for the operations of an Information Technology (IT) service company.

Prior to joining AquilaVision, Mr. Knight served as Director of the Information Technology Customer Service Desk for IRS. In this newly established position, Mr. Knight was responsible for designing a new approach of IT support for the over 90,000 IRS employees. Basically, all requests for computing or telecommunications support was to be funneled to this new organization. He established four groups of IT professionals, located around the country, to receive calls and resolve as many problems as possible. During his career, Mr. Knight moved seven times for the IRS. The breadth of his experience included assignments in the IRS’s National Headquarters in Washington DC; two regional offices (Southwest in Dallas, TX and Southeast in Atlanta, GA) and three IRS tax processing service centers (Kansas City, MO; Austin, TX; and Ogden, UT). Each new assignment resulted in increasingly responsible positions.

Mr. Knight’s senior management experience started in 1986. He was the Information Services Division Chief in Austin, TX. Managing a staff of over 350 Information Technology and Accounting employees, Mr. Knight was responsible for mainframe and personal computer support to over 2,000 IRS employees in the Austin Service Center, a Southwest Region tax processing site. In addition to the IT support, Mr. Knight’s organization was responsible for the Accounting functions of the service center, a critical activity because of the multimillion dollar revenue. During his time in Austin, he assumed another senior management position, that of Chief Quality Assurance and Management Support Division.

Mr. Knight’s executive leadership positions included the Regional Director of Information Technology for the Southeast Region. Stationed in Atlanta, Mr. Knight was responsible for the IT support (computing devices and telecommunications services) and the multimillion dollar IT budget. His customer base included IRS tax processing personnel in thirteen states. Through his Senior Management Team, he managed over 150 IT professionals throughout the region.


Dianne Tarpley

Chief Financial Officer

As CFO, Ms. Tarpley brings to AquilaVision 15 years of senior management experience with the Internal Revenue Service. Her leadership qualities and attention to planning, process and detail enable her to lead the finance and accounting operations of AquilaVision.

Ms. Tarpley spent twenty-five years with the Federal Government. She began her government career with the Census Bureau in Washington D.C., as a statistical computer programmer. In the last fifteen years of her seventeen year career with the Internal Revenue Service (IRS), Ms. Tarpley held increasingly responsible management positions.

In her last IRS assignment, Ms. Tarpley was assigned as the National Assistant Director for Telecommunications in the IRS’s National Headquarters in Washington D.C. In this senior management position, she was responsible for the agency’s voice and data telecommunications. Responsibilities included the strategic design, implementation and maintenance of the voice and data infrastructure in all 50 States. Her scope included a multimillion dollar budget. Her duties also included serving on a Department of Treasury Telecommunication’s Steering Committee that was responsible for the Telecommunications oversight of the entire Department of Treasury. In addition to this important position in the IRS Headquarters, Ms. Tarpley’s cumulative experience with IRS included assignments in two District Offices (South Carolina as a Computer Systems Administrator and Georgia as an Information Technology Branch Manager); the Southeast Regional Office located in Atlanta, Georgia as the Information Technology (IT) Program Manager; and a Southeast Region tax processing center, Atlanta Service Center, as the Information Technology Division Chief. In this senior management position, she managed over 200 employees. Her staff was responsible for the computer processing of millions of tax returns and was also dedicated to support the IT needs of over 1,500 employees.

Ms. Tarpley is originally from Alabama where she earned a Master of Science Degree in Mathematics from Jacksonville State University. She taught mathematics in the public school system for three years before she began her IT career as an IBM programmer for a manufacturing company in New Jersey.


Deanne Brown

Director of Client Services

As Director of Client Services at AquilaVision, Ms. Brown’s primary responsibility is the management and oversight of all AquilaVision accounts. She is responsible for training our clients upon product delivery and continuing with client care and professional services. Her focus is dedicated to exceeding our client’s expectations resulting in strong partnerships and continued business success.

In her last position, Ms. Brown served as Vice President of Future Medical Technologies, Inc. (FMT) based in Atlanta, GA. FMT specialized in manufacturing, marketing, and worldwide distribution of products which detected bacteria, yeast and mold in water, food, air, and other mediums. Since the President left most of the responsibility of day to day operations to Ms. Brown, her responsibilities and experience were extremely varied. It meant Ms. Brown was involved in almost every aspect of the company. These duties ranged from the human resource side of hiring and firing of personnel; to operational aspects including such things as production scheduling of 150 products and resolution of critical problems; to interfacing with the customers and vendors; and to Fiscal oversight. She had direct responsibility for all matters involving the accountants, auditors and attorneys. Ms. Brown held this position for almost six years until the company was sold. Prior to being selected as the Vice President, Ms. Brown was the Personal Assistant to the President of Future Medical Technologies for three years. In this role Ms. Brown had the unique experience of helping with the integral details of preparing a start up company to go public. She was very instrumental in the successful acquisition of a patented microbiological product and the additional acquisition of compatible product lines needed to become a manufacturing, marketing and distribution company of microbiology products. Another relevant position Ms. Brown held was Office Manager to Trans-World Enterprises, Inc., positioned in Marlton, N.J. The twenty-eight years of business experience Ms. Brown brings to AquilaVision’s management team is an invaluable asset to the company.
